Dr. Aminu Maida, the Executive Vice Chairman (EVC) of the Nigerian Communications Commission (NCC), delivered a compelling address at the GSMA Launch of the Nigeria Digital Economy Report, shedding light on the Commission’s regulatory innovations aimed at shaping Nigeria’s digital future. Under the theme “Regulatory Innovations To Empowering Nigeria’s Digital Future,” Dr. Maida outlined key initiatives and advocacy efforts undertaken by the NCC to address long-term challenges in the telecommunications sector.

One notable advocacy initiative highlighted by Dr. Maida is the push for the designation of Communications Infrastructure as Critical National Infrastructure, ensuring their protection and resilience. Furthermore, the NCC’s advocacy efforts have resulted in six states waiving their Right of Way charges, with Adamawa being the latest addition. Additionally, advocacy is ongoing with the Presidential Committee on Fiscal Policy and Tax Reforms to streamline the tax regime for the telecoms sector, addressing multiple taxation issues.

A pivotal regulatory innovation emphasized by Dr. Maida is the adoption of a Data-Centric approach to regulatory functions. This approach involves the development of a Data Collection Framework to gather insights on issues such as Quality of Service and consumer complaints. By analyzing performance data submitted by operators, the NCC can pinpoint issues affecting Quality of Service and address them promptly. Moreover, the Commission’s data-centric approach has revealed that Tower Sites using renewable energy solutions outperform those using fossil energy sources, enabling targeted interventions to improve the overall user experience.

In line with current realities, the NCC is undertaking a review of its Regulatory Instruments and licensing framework. This includes the review of Quality of Service Regulations to incorporate Key Performance Indicators (KPIs) for 5G and include KPIs for Colocation Service Providers (TowerCos). These regulatory measures underscore the NCC’s commitment to fostering an enabling environment for digital innovation and ensuring the delivery of high-quality telecommunications services to all Nigerians.

The NCC’s regulatory innovations and advocacy efforts reflect a proactive approach to addressing the evolving needs of Nigeria’s digital economy. By leveraging data insights and adopting forward-thinking regulatory frameworks, the NCC is poised to empower Nigeria’s digital future, driving inclusive growth and socio-economic development across the nation.
