The Nigerian Communications Commission (NCC) has established requirements for obtaining type approval certification for communication equipment in Nigeria. These requirements were effective from October 2022. This report provides a summary and analysis of the key points outlined in the NCC’s type approval guidelines.

Submission of Type Approval Application:
Applicants, both local and foreign, are required to submit their type approval applications through the NCC’s online E-Service platform.

The application process includes creating an account and providing company details such as RC/BN number, Tx identification number, and email address.

Commercial Grade Sample of the Equipment:
Applicants need to submit a commercial-grade sample of the equipment for notebooks, tablets, and mobile phones. Other devices may require samples if deemed necessary by the NCC.

Samples should be sent to the Nigerian Communications Commission’s address in Abuja.

Compliance with Radio Equipment Directive (RED) 2014/53/EU:
Equipment seeking type approval must conform to the RED Directive, which replaces the previous Radio Equipment and Telecommunications Terminal Equipment (R&TTE) Directive 1999/5/EC.
Test Report and Other Documentations:
Applicants must upload various test reports obtained from accredited laboratories. These reports include RF (Radio Frequency), SAR (Specific Absorption Rate), EMC (Electromagnetic Compatibility), and Health and Safety.

Additional documents required include a Declaration of Conformity, regulatory guidelines for radio equipment operating on the 5GHz frequency band, equipment pictures, and a Letter of Authority.

Making Type Approval Payment:
Once the type approval application is reviewed and approved, the applicant will receive an invoice through the E-Services platform.

Payment can be made directly through the E-Services platform or via the Remita platform.

After successful payment, the E-Services platform generates an E-Receipt for download.

Useful Documents to Review Before Submitting Applications:
The NCC Type Approval Guidelines provide detailed information on the requirements and procedures for obtaining type approval.
Frequently Asked Questions (FAQ) are available on the NCC website for further clarification.

Service Delivery Timelines document outlines the timeline and fees associated with type approval.
Type Approval Fees:
The NCC issues an invoice to the applicant after reviewing the application.
Type approval fees vary depending on the equipment type, with specific fees listed on the NCC website.

The updated pricing scheme can be found on the E-Services platform.
Time Frame:
Once a complete application is received by the NCC, it is typically processed within one month, after which a Letter of Grant or Type Approval Certificate is issued.
Test Reports for Mobile Phones and Tablets:
Test reports for mobile phones and tablets should conform to various standards related to GSM bands, electromagnetic compatibility (EMC), safety, and exposure to electromagnetic fields.
Test Reports for Microwave Radios Fixed/Multipoint:
Test reports for microwave radios should comply with standards such as EN 302 326, EN 55022, EN 301 489-4, EN 61000-3-2, and EN 61000-3-3.

The NCC’s type approval requirements aim to ensure that communication equipment used in Nigeria complies with international standards and regulations. Applicants need to submit an online application, provide necessary documentation and test reports, make payment, and adhere to specific guidelines for different equipment types. By following these requirements, applicants can obtain type approval certification from the NCC.
