In just one year at the helm of the National Agency for Science and Engineering Infrastructure (NASENI), Khalil Halilu has transformed the agency with sweeping reforms and innovative programs, significantly advancing Nigeria’s industrialization efforts.

 

Upon assuming office, Halilu introduced a new vision for NASENI’s brand identity, centering the agency around the “3Cs”: Creation, Collaboration, and Commercialization. This strategic repositioning has increased NASENI’s valued investments to $3.25 billion, driving the country’s industrial growth. Under his leadership, the agency launched the Accelerated Technology Transfer Framework and unveiled 35 market-ready products, reinforcing NASENI’s role in facilitating economic transformation.

 

Institutional Reforms and Strategy

Halilu spearheaded a series of institutional reforms that have redefined NASENI’s operations. The development of the 2023-2027 Strategic Launchpad has set a clear direction for the agency’s future. He reformed the governance structure, enhanced staff welfare, and launched the Growth Hacker platform to crowdsource innovative ideas from staff. Investments in training have also been prioritized, empowering employees with new skills and improving overall productivity.

 

Industrialization and Technology Deployment

With a focus on closing the research-to-application gap, Halilu fostered partnerships with industry leaders and oversaw the deployment of off-grid solar lamp systems across various regions in Nigeria. He established several manufacturing facilities, including a lithium battery factory and solar irrigation systems, and launched electric and CNG transportation options, providing sustainable solutions to Nigeria’s energy and industrial challenges.

 

Innovation and Technology Development

At NASENI’s headquarters, Halilu established an Innovation Hub, aimed at fostering creativity and technological advancement. The launch of HatchBox, a STEM education platform, highlights his commitment to preparing Nigeria’s youth for future challenges. In addition, NASENI has digitized its services and streamlined administrative processes under his watch. The agency is also developing artificial intelligence (AI) solutions, online global management courses, and anti-piracy content systems, reflecting Halilu’s emphasis on cutting-edge technology.

 

Policy Advocacy and Economic Impact

Halilu has firmly positioned NASENI as Nigeria’s primary technology transfer agency, providing critical policy recommendations to the government. His efforts have contributed to reducing Nigeria’s dependence on imports and promoting domestic production. A significant achievement was the development of a roadmap for the revival of the Ajaokuta Steel Complex, a long-stalled project vital to Nigeria’s industrial future.

 

Under his leadership, NASENI also launched major projects such as the National Asset Restore Program and the Irrigate Nigeria Project. The development of Made-in-Nigeria laptops, smart devices, and smart meters has been a key initiative to support local manufacturing. Additionally, NASENI commenced defense equipment manufacturing and established Nigeria’s largest CNG Reverse Engineering Centre.

 

Khalil Halilu’s first year in office has been marked by substantial achievements that have reshaped NASENI’s role in Nigeria’s technological and industrial landscape. His vision and strategic leadership have laid a solid foundation for future growth, with more groundbreaking initiatives expected in the years to come.
